Freedom of religion or belief is protected in Article 18 of the Universal Declaration of Human Rights and the International Covenant on Civil and Political Rights, and elaborated in the 1981 UN Declaration on the Elimination of All Forms of Intolerance and of Discrimination Based on Religion or Belief. The UN Special Rapporteur on freedom of religion or belief monitors violations and good practices worldwide. OHCHR promotes frameworks such as the Rabat Plan of Action (on freedom of expression versus incitement) and work to combat intolerance and violence based on religion or belief. This cause supports legal equality for all faiths and non-religious beliefs, accountability for attacks on worshippers and sites, and policies that protect pluralism.
